Where do the HP people hang out? That's a good question.
I certainly think you'll find a costume welcoming group amongst HP'ers, but then I've never been to the big HP conventions (though goodness knows I've been tempted) you find people at mixed conventions (last one I saw a good number of HP'ers at was Connecticon).
There is always Infinitus 2010 and the Orlando theme park (which I have to admit--even though I hate groups and have never been to a theme park, I'm tempted to go to).
If you want to find HP online...well, what corner do you want? It's a big fandom and you can find just about everything you want there. (For instance, I'm a member of a HP cooking community...which is kind of a specialty when it gets down to it).
(oh, if you didn't pick it up by now, I'm kind of a Harry Potter fan...right down to the fact that I've made 2 movie reproduction scarfs (one Gryff and one Ravenclaw for friends...I can never decide if I fall more in the Hufflepuff or Slytherin side of the world and thus have never made one for myself.)
But yeah, costuming is fun and HP would totally let you dress up without the gaming...but you might find yourself in a discussion of political theory in the wizarding world (or maybe that only happens if you hang out in my side of the HP world).
